We are seeking an experienced Entitlements and Medicaid Manager to oversee and manage public benefits and representative payee services for individuals supported by our programs. This role is responsible for ensuring accurate administration, compliance, and reconciliation of benefits including Medicaid, Social Security (SSI/SSD), SNAP, and other entitlements. The ideal candidate will bring strong leadership, analytical skills, and a deep understanding of nonprofit or human services financial operations.
Key Responsibilities:
Entitlements & Benefits Management
- Oversee eligibility, recertifications, and ongoing management of public benefits
- Monitor benefit levels, income changes, and compliance requirements
- Act as liaison with Social Security, Medicaid, and other agencies
- Manage appeals and fair hearings as needed
Representative Payee Oversight
- Manage full lifecycle of client funds under the Representative Payee program
- Oversee disbursements (rent, utilities, personal needs, etc.)
- Ensure accurate tracking and reporting of client financial activity
- Review and submit annual SSA Representative Payee reports
Banking & Financial Controls
- Maintain relationships with banking partners
- Oversee account setup, maintenance, and reconciliations
- Ensure strong internal controls for cash handling and disbursements
- Manage financial systems and user access
Leadership & Collaboration
- Supervise and mentor Entitlements staff
- Establish and improve policies, procedures, and controls
- Partner with Finance, Program, and Care teams
- Identify risks and implement corrective actions
Compliance & Audit
- Ensure adherence to SSA, Medicaid, SNAP, and regulatory guidelines
- Serve as primary contact for audits and reviews
- Support audit readiness and reporting accuracy
Qualifications:
Required:
- 4+ years of experience in entitlements, benefits administration, or nonprofit finance
- Strong knowledge of Medicaid, SSI/SSD, and SNAP
- Excellent analytical, reconciliation, and supervisory skills
- Proficiency in Microsoft Excel and Word
Preferred:
- Bachelor’s degree in Accounting, Finance, Business, Human Services, or related field
- Experience with OPWDD-funded programs
- Familiarity with SSA POMS and Medicaid regulations
