Entitlements Manager
Location: New York, NY | Employment Type: Full-Time | Exempt
A nonprofit human services organization is seeking an Entitlements & Benefits Manager to oversee public benefits administration, Representative Payee services, and client fund management for individuals receiving services through OPWDD and related programs. This position plays a critical role in ensuring benefit eligibility, financial stewardship, regulatory compliance, and operational excellence across multiple programs.
Reporting to senior finance leadership, the Entitlements & Benefits Manager will provide oversight of entitlement operations, supervise support staff, and partner closely with Finance, Program Operations, and Care Management teams to ensure accurate management of client benefits and compliance with applicable regulations.
Key Responsibilities
Entitlements & Benefits Administration
- Oversee the application, recertification, and ongoing management of Medicaid, Social Security (SSI/SSD), SNAP, and other public benefit programs
- Monitor eligibility requirements, benefit levels, income changes, overpayments, and adjustments to ensure continued compliance
- Serve as a liaison with Social Security Administration (SSA) offices, Medicaid agencies, Social Services departments, and other government entities
- Coordinate and support appeals, fair hearings, and benefit reviews when determinations are disputed
- Ensure timely renewals, recertifications, and maintenance of benefits for individuals served
Representative Payee & Client Funds Oversight
- Oversee all financial activities associated with the organization's Representative Payee Program
- Monitor client benefits, wages, rental subsidies, and other income sources
- Review and approve client disbursements, including personal needs allowances, rent, utilities, and vendor payments
- Ensure timely preparation and submission of required SSA Representative Payee Reports
- Oversee monthly reconciliations of individual client accounts and collective fund accounts
- Maintain accurate documentation supporting all client financial transactions
Banking, Cash Controls & Financial Administration
- Serve as the primary contact with banking institutions regarding client and Representative Payee accounts
- Oversee account openings, maintenance, closures, and related documentation
- Maintain strong internal controls surrounding benefit checks, ACH deposits, cash receipts, and client disbursements
- Ensure integrity and accuracy of entitlement and Representative Payee financial systems
- Monitor user access, reporting accuracy, and quality control procedures
Leadership & Collaboration
- Supervise, train, and mentor Entitlement Specialists and related staff
- Establish standardized procedures, controls, and documentation practices
- Partner with Program Operations, Finance, Care Management, and residential teams on admissions, discharges, and benefit transitions
- Identify operational risks and implement corrective actions to maintain compliance and financial integrity
Compliance, Reporting & Audit Support
- Ensure compliance with SSA regulations, Medicaid requirements, SNAP regulations, OPWDD standards, and organizational policies
- Oversee preparation and submission of required regulatory reports and supporting documentation
- Serve as the primary contact for audits, regulatory reviews, and government inquiries
- Maintain audit-ready records and support internal and external compliance reviews
- Monitor regulatory changes affecting entitlement programs and Representative Payee services
Qualifications
- Bachelor's degree in Accounting, Finance, Business Administration, Human Services, or related field preferred
- Minimum of 4 years of experience in entitlements, benefits administration, Representative Payee services, Medicaid, Social Security (SSI/SSD), SNAP administration, or nonprofit financial operations
- Strong working knowledge of SSA regulations, Medicaid eligibility requirements, SSI/SSD programs, SNAP benefits, and Representative Payee responsibilities
- Experience with financial reconciliations, account oversight, and compliance-related activities
- Prior supervisory or team leadership experience preferred
- Advanced proficiency in Microsoft Excel and business systems
- Experience working within an OPWDD-funded organization strongly preferred
- Familiarity with SSA POMS, Medicaid regulations, and internal control practices preferred
